  • Research and policy development, with high-level leadership, policy and sector representation 

  • Training and resource design, development and delivery including topics such as early childhood development, partnerships, family support, trauma, and cultural competency. 

  • Support for sector development, membership, and networking. 

Job Description

  • Full Time – 76 hours per fortnight
  • Fixed term – 2 Years 
  • Location – Flexible (Melbourne preferred)
  • Salary – $127,102 - $132,907 + 12% super & salary packaging options

The Position:

In partnership with Aboriginal and Torres Strait Islander communities, community-controlled organisations (ACCOs), governments, and other research institutions, the Data Lake Technical Lead will implement SNAICC’s research and data governance agenda. As the inaugural Data Lake Technical Lead, you will oversee and enable direct access to the Azure/Qlik environment by SNAICC’s members, ACCOs, Aboriginal and Torres Strait Islander researchers, and communities to meet their data needs in accordance with approved governance, security and access protocols.

This will include: 

  • Development of an engagement options plan with levels of access for users according to their needs and capabilities (i.e. edit and manage access for users with data skills, view only access for users with no technical expertise).
  • Identifying any Azure/Qlik license upgrades that may be required to support external users. 
  • Planning and implementing new system configurations, including cleaning and storage of data and building of dashboards.  
  • Determining how best to address the data and reporting gaps to meet a set quality and reporting capacity of data. This may include a need to refine/identify specific stakeholders to engage with (e.g. specific data custodians) as work on this activity is progressed.
  • Consultation and training to support access.  

The Data Lake Technical Lead will also work with Aboriginal and Torres Strait Islander communities   and relevant internal stakeholders to understand technical access and usability requirements arising from agreed data-related needs and priorities. This will include adhering to a data collection and access strategy. This work will centre community leadership and control in data-related decision-making, and establishing robust systems for storing, analysing and disseminating Aboriginal and Torres Strait Islander data.

We are looking for someone who:

 

  • Proven experience designing, implementing, and maintaining large-scale cloud-based data environments (e.g., Azure Data Lake, Qlik, or similar platforms).
  • Ability to configure systems, integrate diverse datasets, build secure pipelines, and support advanced analytics and dashboards.
  • Experience ensuring platforms support both structured and unstructured data, scalable storage, and efficient performance.
  • Ability to manage complex technical projects, multiple stakeholders, and evolving strategic requirements.
  • Proven capacity to prioritise work, meet deadlines, and ensure alignment with organisational strategy and community expectations.
  • Demonstrated alignment with values of community leadership, self-determination, transparency, and cultural responsibility.
  • Experience ensuring that technical systems serve the priorities of communities and strengthen community-controlled data infrastructure.
  • Ability to mentor internal staff in data engineering, analytics, and technical problem-solving.
  • Experience fostering a culture of continuous learning, innovation, and ethical, culturally grounded data practice.
  • Ability to develop clear technical documentation, policies, procedures and user guides.
  • Proven capability to communicate complex technical concepts in culturally relevant and accessible ways for diverse audiences.
  • Experience presenting in forums, sector gatherings, academic settings or governmental contexts.
  • Capacity to identify data gaps, design solutions, and engage with specific data custodians to secure or improve datasets.
  • Ability to translate technical findings into meaningful insights that support advocacy, community decision-making, and policy influence.
  • Experience designing, implementing or supporting MEL/A systems.
  • Ability to track risks, monitor data quality, manage breaches or near-misses, and provide governance-aligned reporting.
  • Experience developing access tiers, permissions structures, or role-based access control for diverse user groups.
  • Ability to deliver training and support for users with varying levels of technical capability, including communities, researchers, and ACCOs.
  • Experience identifying system, licensing, or infrastructure enhancements required to support external partners.
  • Ability to build and maintain strong, trust-based relationships with community stakeholders.
  • Experience co-designing data access strategies, data systems, or research infrastructure in culturally safe, community-guided ways.
  • Understanding of diverse community data needs, capacities, and expectations.
  • Understanding of Indigenous Data Sovereignty principles
  • Ability to apply Indigenous Data Sovereignty principles to technical systems, data access settings, and governance frameworks.
  • Ability to advise on and contribute to broader data systems and policy reform aligned to Indigenous Data Sovereignty.

Desired Skills and Experience

  • Tertiary qualification in computer science, data engineering, software engineering, information systems, cloud architecture, or a related technical field.
  • Additional training/certification in relevant fields and/or data management environments is desirable. These include, for example:
    o Microsoft Azure cloud architecture (e.g. Azure Data Engineer Associate, Azure Solutions Architect),
    o Qlik (Qlik Sense or related BI tools), and/or
    o data governance or cybersecurity
  • Professional development in Indigenous Data Sovereignty, ethical data management, or First Nations research methodologies (highly desirable).
  • Working with Children Check
  • Current police check (no older than three months)
  • Current Driver’s License
